The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS PSR event polyline feature class represents a numerical rating of pavement ride quality and surface condition based on field observation. The Present Serviceability Rating (PSR) scale ranges from 0.0 (very poor) to 5.0 (excellent) and reflects the ability of the pavement to serve the traveling public comfortably and safely. <\/SPAN><\/P> PSR is primarily used for unpaved or local road segments where automated roughness measurements (such as International Roughness Index (IRI)) are not available. Values are determined through visual inspection or windshield surveys using standardized rating criteria.
