The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS surface type event polyline feature class classifies the material of the uppermost layer directly exposed to traffic. Surface type distinguishes among unpaved, bituminous, and concrete surfaces, as well as overlay configurations, providing key data for assessing pavement condition, structural integrity, and long-term performance.
Surface type is a full-extent item for the National Highway System (NHS) and must be verified through visual inspection and construction records. Unpaved segments on the NHS are extremely rare and should be confirmed. The dataset is updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal to the Federal Highway Administration (FHWA).
