<statement>The Idaho Transportation Department (ITD) implemented ArcGIS Roads and Highways in 2018, which is a Linear Referencing System (LRS) that manages road and highway data. It uses a data model with feature classes for routes, centerlines, and events to store and maintain roadway information, enabling accurate location management and analysis.</statement>

<stepDesc>The Idaho Transportation Department (ITD) first implemented a Linear Referencing System (LRS) for managing road data in the 1970s, which was a mainframe based system called the Milepoint and Coded Segment System (MACS System). In 2012, the LRS was migrated off the mainframe to Network Manager (NetMan). And finally in 2018, the LRS migrated to ArcGIS Roads and Highways. Editing stopped in NetMan in early 2017 for the migration to Roads and Highways, which is why the earliest "From Dates" on the data layers is 02/07/2017.</stepDesc>
