The Highway Safety Corridor Analysis (HSCA) project was implemented as one part of a new<\/SPAN><\/SPAN><\/P>

initiate of the Idaho Transportation Department called the Investment Corridor Analysis Planning<\/SPAN><\/SPAN><\/P>

System (ICAPS). ICAPS is a single transportation investment analysis frame work design to identify<\/SPAN><\/SPAN><\/P>

potential new investments that can create a positive economic environment in the state. ICAPS is<\/SPAN><\/SPAN><\/P>

designed to enhance accountability, transparency, and system performance; be outcome based;<\/SPAN><\/SPAN><\/P>

and provide data for cost<\/SPAN><\/SPAN>\u2010<\/SPAN><\/SPAN>effective decision making. The HSCA project was the first statewide<\/SPAN><\/SPAN><\/P>

project in which a data<\/SPAN><\/SPAN>\u2010<\/SPAN><\/SPAN>driven process was used to identify statewide priorities for needs and<\/SPAN><\/SPAN><\/P>

investments in one of ITD\u2019s funding areas. The work in the HSCA project was guided by a<\/SPAN><\/SPAN><\/P>

Technical Advisory Committee (TAC) that included the District Planner and District Traffic Engineer<\/SPAN><\/SPAN><\/P>

from each of ITD\u2019s six districts, a representative from the Local Highway Technical Assistance<\/SPAN><\/SPAN><\/P>

Council as well as representatives from ITD headquarters.<\/SPAN><\/SPAN><\/P>
