Pavement condition scores are present for all segments where field or automated survey data were successfully collected during the pavement condition survey cycle. Segments under construction, inaccessible at the time of survey, or outside the paved network were excluded from condition scoring and are intentionally absent from the dataset.

The State Highway System and National Highway System are segmented into tenth-mile sections, each evaluated for rutting, cracking, and faulting, and are assigned a condition rating of Good, Fair, or Poor. To support responsive public-facing dashboards, these tenth-mile segments are further dissolved into summary layers based on shared characteristics and relevant geographic boundaries, creating more streamlined and interpretable representations of pavement condition.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

<stepDesc>The Idaho Transportation Department (ITD) first implemented a Linear Referencing System (LRS) for managing road data in the 1970s, which was a mainframe-based system called the Milepoint and Coded Segment System (MACS System). In 2012, the LRS was migrated off the mainframe to Network Manager (NetMan). And finally in 2018, the LRS migrated to ArcGIS Roads and Highways. Editing stopped in NetMan in early 2017 for the migration to Roads and Highways, which is why the earliest "From Dates" on the data layers is 02/07/2017.</stepDesc>
