Description: The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS access control event polyline feature class identifies the degree to which access to a roadway facility is controlled or limited. It reflects how entry and exit points are managed along roadway segments, which directly impacts traffic flow, safety, and operational characteristics. Each segment is categorized into one of three levels of access control: full, partial, or none. Full access control allows entry only through grade-separated interchanges; partial access control permits some at-grade intersections or driveways; and no access control allows unrestricted property access and frequent intersections. This dataset is used for functional classification, design evaluation, access management, and network performance modeling. It supports transportation planners, engineers, and researchers in assessing corridor functionality and system efficiency. The data is maintained and updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal process to the Federal Highway Administration (FHWA) and is verified against roadway design records and the official state highway network. Users should note that access control classifications represent the current operational status of the roadway and may change over time as corridors are upgraded or reclassified.
