Description: The Idaho Transportation Department's (ITD) Roads and Highways Road Network Linear Referencing System (LRS) HPMS year last construction event polyline feature class represents the calendar year when the latest major roadway construction activity was completed on a segment. Construction activities include new construction, reconstruction, major rehabilitation, resurfacing, or other substantial structural improvements that alter the pavement or cross-section. This attribute provides critical input for pavement condition modeling, deterioration rate calculations, and performance-based investment analyses. Data are derived from construction records, pavement management systems, and as-built documentation. The dataset is updated annually as part of ITD’s Highway Performance Monitoring System (HPMS) submittal to the Federal Highway Administration (FHWA). These are current "working" records.
